The agency is nominally run by Charlie, but in reality he has retired to a life of luxury and only rarely is involved in actual investigation.

Angels were required to leave a number where they could be reached, even on their time off. The first time Bosley was unable to reach any of the active Angels on a night off was in December of 1979, the agency's fourth year of operation.[1]
